Non-Status and Off-Reserve Beneficiaries in New Brunswick

Non-Status and Off-Reserve Beneficiaries in New Brunswick

Research Start-up Summary and Abstract:
The New Brunswick Aboriginal Peoples Council (NBAPC) is an Off-Reserve Aboriginal voice for approximately 28,260 Status and Non-Status Aboriginal People who reside in New Brunswick. Members are widely dispersed throughout the province in villages, towns, cities, and rural areas. They are people of Aboriginal Ancestry for whom the NBAPC provides services, programs, and a political voice for their concerns. Aboriginal Affairs and Northern Development Canada (AANDC) have formally recognized the NBAPC since 1991 as being a fully representative body in relation to unextinguished rights and titles of Mi’kmaq and Maliseet in New Brunswick.
The purpose of this project is to enable the NBAPC to build on the report it received from the consultants to document the demographic makeup of off reserve populations in New Brunswick, to demonstrate their entitlement to benefits under existing treaties, and to facilitate ongoing and future negotiations between NBAPC and the federal and provincial governments by grounding negotiations in a shared understanding of the populations in question, their associational connections and the representational rights and capacity of NBAPC.
